Start Before The Contractor Arrives
CDM consultancy helps commercial clients understand their role in managing construction health and safety. Refurbishment, fit-out and maintenance projects can involve construction duties even when the work seems small. We help clarify what information, appointments and management arrangements your particular project needs.
In Glasgow, a project may take place inside an occupied office, a distribution unit or an educational building. The interaction between the construction work and the ongoing business is often as important as the building task itself. Agreeing access, isolation and communication early can avoid unsafe assumptions during delivery.
Your Role As A Commercial Client
The Construction (Design and Management) Regulations 2015 apply to construction projects in Great Britain, including Scotland. A commercial client must make suitable project arrangements and provide sufficient time and resources. Appointing advisers does not remove the client's own duties.
Where more than one contractor is involved, or is reasonably foreseeable, the client must appoint a principal designer and principal contractor in writing. The organisations appointed need the skills, knowledge, experience and organisational capability for their role. General consultancy support does not automatically constitute acceptance of a statutory appointment.
Information Before Construction
Pre-construction information should help designers and contractors understand existing hazards and constraints. It may include available drawings, service information, relevant surveys and the arrangements for an occupied building. Missing information should be identified early enough to investigate it before work exposes people to risk.
A construction phase plan must be prepared before construction begins. Responsibility for that plan rests with the contractor on a single-contractor project or the principal contractor on a project involving more than one contractor. The plan should reflect the actual work and site arrangements.
How The Support Is Structured
We first establish the project, client organisation and likely contractor structure. We ask about the planned work, design responsibilities, existing premises information and procurement stage. These details help identify which duties already apply and which decisions need to be made next.
We then agree a defined role and deliverables. Support may include a client-duty review, an information gap register, pre-construction information coordination or review of proposed management arrangements. Any principal designer appointment requires separate agreement about capability, scope and authority.
As the project develops, we help track outstanding information and changes that affect safety decisions. The client needs a way to check that appointed parties are carrying out their roles. A meeting record can document who will resolve a question, but it does not replace the actual decision or control.
Handover And Ongoing Use
Where required by CDM, the health and safety file records information needed for later construction work. It is different from the construction phase plan and should be relevant to future use, maintenance and alteration. The client should understand how it will be provided, retained and passed on when necessary.
For an occupied site, handover may also need discussion of residual risks and changed arrangements. Make the connection between project documents and the people managing the premises afterwards. Information that remains with a project team cannot help a facilities manager who never receives it.
What Affects CDM Consultancy Cost
Project complexity, procurement arrangements, design stage and the condition of existing information all affect the work. A focused client-duty review differs from an ongoing appointment across design and construction. The quotation should distinguish meetings, site attendance, document review and any statutory role.
Share the project location, description, anticipated programme and known contractor structure. If dates or responsibilities are uncertain, say so at the start. Defining these assumptions makes it easier to change the scope transparently as the project develops.
Questions About CDM Consultancy
Does A Small Commercial Project Need CDM Support?
A small commercial project can fall under CDM even if it does not require notification to HSE. The duties follow the construction work and the roles involved. External CDM support depends on your capability and project complexity, so start by checking the scope rather than assuming project value decides the duties.
Are You Automatically The Principal Designer?
A principal designer role is only taken on through an appropriate written appointment and agreed scope. General CDM advice is a different service. Before an appointment, the proposed organisation must consider its ability to fulfil the role, influence the design process and coordinate the relevant pre-construction health and safety work.
